Two items – a Facility Conditions Assessment (FCA) and a master plan — can help libraries ensure proper funds are raised from bond issues or tax increases to address all needed facility improvements. In this paper, we will cover in detail what exactly an FCA and master plan are, the differences between the two and what they help libraries accomplish.
